Reinventing America's Legacy Cities: Strategies for Cities Losing Population


The initial product of the 2011 "Legacy Cities" Assembly in Detroit, the report reflects a consensus of the Assembly participants regarding the sources of and potential solutions to many of the problems affecting older industrial American cities.  The report emphasizes the importance of differentiating market-driven development strategies useful in stronger neighborhoods from public-investment-based strategies necessary in more economically challenged areas.  It advocates for mechanisms that can manage 'rightsizing' of urban infrastructure (such as land banks) and for stronger partnerships among federal, state, and local governments.
