"Reinventing America's Legacy Cities: Strategies for Cities Losing Population" (June 2011)

A product of the 2011 "Legacy Cities" Assembly in Detroit, "Reinventing America's Legacy Cities: Strategies for Cities Losing Population" reflects a consensus of participants from that Assembly regarding the sources of and potential solutions to many of the problems affecting older industrial US cities.  The report emphasizes the importance of differentiating between market-driven development strategies useful in stronger neighborhoods and public investment-based strategies necessary in more economically challenged areas.  It advocates for mechanisms that can manage 'rightsizing' of urban infrastructure (such as land banks) and for stronger partnerships between federal, state, and local governments.
