Revitalizing the Legacy Cities of Upstate New York argues that revitalization strategies for upstate cities requries stronger partnerships among municipal governments and local anchor institutions, the development of regional export plans and venture funds, and maximizing opportunities afforded by Governor Cuomo's new Regional Economic Development Councils. It also proposes the creation of a statewide export czar to organize and coordinate these efforts. The report draws on input from participants in an upstate legacy cities assembly.
