"Revitalizing the Legacy Cities of Upstate New York" (Dec. 2012)


"Revitalizing the Legacy Cities of Upstate New York" is a report that argues that revitalization strategies for upstate cities require stronger partnerships among municipal governments and local anchor institutions, the development of regional export plans and venture funds, and maximizing opportunities afforded by then-Governor Andrew Cuomo's new Regional Economic Development Councils. It also proposes the creation of a statewide export czar to organize and coordinate these efforts. The report draws on input from participants in an upstate legacy cities Assembly.
